伴随气候变化和技术发展，北极逐渐成为人类活动的一个新领域。未来，北极地区可以提供丰富的自然资源，以及便捷的战略通道。这些因素促使北极国家对自己在北极地区的主权利益和面临的威胁进行界定。加拿大政府在2019年发布的《北极政策框架》中指出，越来越多的国家和非国家行为体开始谋求在北极地区的战略优势，这将加剧北极地区的竞争。加拿大政府将增加资源和人力投入，确保加拿大国防部和武装部队具备有效的安保框架，具备发现和降低威胁、威慑对手、支持民事部门作业的能力，以便维护其北方地区主权以及北极地区的持续安全。
Climate changes and technological developments have drove the Arctic to become gradually a new domain of human activities. In the future，the Arctic will be a very convenient strategic access and its abundant natural resources will be exploited. These factors have prompted Arctic states to define their sovereign interests in the Arctic and the threats and challenges there that they will meet. The Government of Canada’s Arctic Policy Framework，released in 2019，noted that a growing number of state and non-state actors were seeking strategic advantages in the Arctic，the competition in the Arctic will to be fiercer later. So the Government of Canada will increase its investments to ensure that the Department of Defence and its armed forces maintain an effective security framework and have the ability to detect，deter and reduce threats in order to preserve its own northern sovereignty and the sustainable security of the Arctic.
