2019年下半年至2020年上半年，加拿大的外交重点主要体现在以下三个方面。第一，加拿大国会通过了《美国—墨西哥—加拿大协定》，解决了美加关系中的贸易问题。这是特鲁多政府第一任期完成的最重要的外交工作。但两国在新冠疫情应对当中依然产生了一些矛盾和分歧。第二，中加关系再次面临危机。一年来特鲁多为缓和中加关系做了一些人事上的安排，也在疫情中与中国建立了不错的合作关系，但随着孟晚舟被判罪名成立，中加关系进一步恶化。第三，多边外交是特鲁多政府一贯坚持的方针，尤其是在争取联合国安理会非常任理事国席位和新冠疫情的背景下，特鲁多政府外交更加注重在多边合作的环境中为自身拉票和共同应对全球治理难题。
Frem the second halt of 2019 to the first half of 2020，there are three focuses of Canadian diplomacy. First，the United States-Mexico-Canada Agreement （USMCA） was finally passed in the Canadian Parliament，which has resolved the major trade disputes in Canada-US relationship. This is the most important diplomatic task completed in Trudeau’s first term. However，the two countries still have some contradictions and differences during COVID-19 pandemic. Second，China-Canada relations are facing a crisis again. Over the past year，Trudeau has made certain personnel arrangements to ease China-Canada relations，and has also established a good cooperative relationship with China during the pandemic. However，as Meng Wanzhou was pronounced guilty in Vancouver，China-Canada relations have further deteriorated. Third，multilateral diplomacy is the way that the Trudeau government has always insisted. Especially in the run of the Non-Permanent Member of the UN Security Council and the process of anti-pandemic，the Trudeau government pays more attention to canvassing for itself in a multilateral cooperation environment and working together to tackle global governance problems.
