作为参与全球气候治理的重要力量,中等国家参与气候治理有其利益诉求,即塑造良好的国家形象、提升国际影响力、寻求发展机遇等。中等国家参与全球气候治理有多种不同的路径,但面临同样的困境,例如,政治体制的阻碍、经济发展的限制、不同民意的左右等。本文基于中等国家的外交理论,以特鲁多政府参与全球气候治理为例,在回顾其第一任期以及第二任期初期的气候治理政策基础上,分析其主要诉求及困境,探析作为一个主要的中等国家,在考虑国际合作、国内政局以及经济、民意问题的情况下,特鲁多政府的气候治理政策的走向。本文认为特鲁多政府的气候治理政策如同中等国家外交一般,诉求强烈,但灵活性不高,并且受制于国内政局、经济和民意等不稳定因素。由于第二任期组建的是少数党政府,其将在气候治理方面面临更大的挑战。
As important participants in global climate governance,middle powers have their own interests,including shaping a good national image,enhancing international influence,and seeking development opportunities. There are many different ways for middle powers to participate in global climate governance,but they also encounter some dilemmas,such as obstacles of political systems,restrictions on economic development,and influence of different public opinions. This article,based on the diplomatic theory of middle powers,reviews the climate governance policies of the Trudeau administration during his first and second term and analyzes their main appeals and dilemmas. Meanwhile,it also explores what climate policies will be carried on by the Trudeau administration. It is found that the Trudeau administration’s climate policies are the same as its diplomatic policies,with strong appeals but lack of flexibility,which are afflicted with such unstable factors as domestic politics,economic issues,and public opinions. The Trudeau administration,as a minority one in his second term,will face greater challenges in climate governance.
