This article first analyzes the blue economy development status of the blue economy leaders in coastal blue economy leading cities such as San Francisco，Tokyo Bay，New York，Barcelona，and Miami，and domestic cities such as Ningbo，Shanghai，Tianjin，Dalian，and Qingdao. Then，based on the status quo of blue economy leading cities，the development level evaluation index system was designed and evaluated in domestic cities such as Ningbo and Shanghai；finally，based on the evaluation results，the development factors of the seven domestic blue economy leading cities were discriminated，and Make relevant suggestions.
