随着经济高质量发展的提出，以工业为主的北部海洋经济圈海洋经济发展模式亟须改革，规模经济向高质量经济发展。本报告在分析北部海洋经济圈海洋经济现状的基础上构建高质量发展模型，运用定性与定量的手段，根据面板模型和耦合协调模型等探索海洋经济基础以及各个角度下海洋经济高质量实现路径——创新驱动、结构优化、效率提升、市场环境对海洋经济高质量发展最终目的的影响，考虑中美贸易摩擦和新冠肺炎疫情的现状，对北部海洋经济高质量发展进行预测，并根据结果提出建议。
With the development of high-quality economy，the development model of marine economy in the northern ocean economic circle，which is dominated by industry，needs to be reformed，and the scale economy develops to high-quality economy. This report builds a high-quality development model on the basis of an analysis of the state of the marine economy of the northern ocean and the economic circle，using qualitative and quantitative methods，according to the panel model and the coupled coordination model，this paper explores the Base of the marine economy and the path to achieve high quality of the marine economy from all angles—Innovation driven，structural optimization，efficiency improvement，and the impact of the market environment on the ultimate goal of high quality development of the marine economy，considering the present situation of sinous trade war and epidemic situation，this paper forecasts the high-quality development of the northern marine economy，and puts forward some suggestions based on the results.
