近年来，中国海洋科研教育管理服务业展迅速，2019年生产总值达到21591亿元，中国海洋科研教育管理服务业步入快速发展时期，在中国海洋经济产业中的重要性逐渐显现。本报告选取中国海洋科研教育管理服务业的发展状况，应用因子分析法，提取相关指标，对全国沿海地区海洋科研教育管理服务业进行实证研究，通过计算发现，全国沿海地区中，山东、辽宁和上海在海洋科研教育管理服务业综合发展水平位列前三。中美贸易摩擦和新冠肺炎疫情给海洋科研教育管理服务业发展带来更大的不确定性。中国海洋科研教育管理服务业发展虽然快速，但是目前仍存在一些问题，建议海洋科技实效化，海洋教育普及化，海洋环保制度化，海洋行政管理规范化。
With the gradual improvement of my country’s economic strength，In 2019，the gross output value of Chinese marine scientific research，education，management and service industry reached 2159.1 billion yuan，Chinese marine scientific research and education management service industry has entered a period of rapid development，and its importance in Chinese marine economic industry has gradually emerged. This paper selects the development status of Chinese marine scientific research，education and management service industry in 2016，applies factor analysis to extract relevant indicators，and conducts an empirical study on the marine scientific research，education and management service industry in coastal areas across the country. Through calculations，it is found that Shandong，Liaoning and Shanghai ranked the top three in the comprehensive development level of the marine scientific research，education and management service industry in coastal areas across the country in 2016. In recent years，Sino-US trade frictions and COVID-19 epidemic have brought new challenges to the development of Chinese marine scientific research，education，and management services. Although Chinese marine scientific research and education management service industry is developing rapidly，there are still some problems. It is recommended to make marine science and technology more effective，popularize marine education，institutionalize marine environmental protection，and standardize marine administrative management.
