2019年，拉美整体形势进入复杂、脆弱、多变的新阶段，拉美多国面临的国际、域内及国内的多重矛盾更加尖锐，相互交织、相互作用且相对集中爆发，呈现出地区多国陷入“乱局”现象。其中，国际关系因素对不少国家的政局变化及发展有重要影响。总体看，拉美整体形势依然保持稳定，局部动荡仅是部分国家发展历史进程中的阶段性、暂时性政治现象，应客观及辩证地看待现阶段拉美所处的历史方位以及前进的历史方向，以准确把握拉美形势变化规律、特点及影响。
In recent years，Latin America has experienced a complex，fragile and volatile political period. In 2019，there were many large scale of social protest movement，in the majority of countries in this region，demonstrating the deep and sharp political economic and social contradictions within individual countries. Without any doubt，external factors played a crucial role in these fierce social protests. In general，Latin America is still a political stable region with the solid democratic system. At the current stage，the political disorder in some countries is just regarded as a temporary phenomenon. It is reasonable to judge that Latin America will continue explore its political and economic development model.
