2019年,多个拉美国家爆发重大抗议活动,社会冲突和政治危机呈现相互交织的态势。这一状况折射了拉美国家在政治体制方面的脆弱性。由于民主化进程存在显著的保守性,传统政治精英仍然在现阶段发挥重要作用。拉美国家在定期选举基础上建立起来的民主体制属于“低强度民主”,具有显著的脆弱性。就制度设计而言,拉美国家面对总统制和碎片化政党格局相结合所带来的挑战。拉美政党的政治代表性存在较大的局限,未能有效应对伴随新阶层崛起而来的政治诉求。在当前的复杂环境下,体制脆弱性使拉美的国家治理面临巨大挑战。
Latin America witnessed a region-wide political turmoil throughout the year of 2019,caused by social conflicts or political crisis in a number of regional countries. It is closely related to deeply rooted institutional weakness in those countries. Their democratic institutions are resulted from the democratization initiated in the late 1970s and featured by conservativeness and elitism. Nowadays regional democracies are mainly categorized as low intensity democracy due to a variety of institutional deficiencies. The combination of presidentialism and the fragmentation of political parties is viewed as a major factor impairing governability. Political parties are blamed for failing to correspond to political demands of the emerging middle class. Against the background of economic depression and social discontent,institutional weakness is an especially notable challenge confronting regional countries.
