杭州作为首批跨境电商进口试点和综试区城市，持续加强本地跨境电商产业带建设，健全跨境物流网络体系，搭建跨境电商征信体系，完善跨境电商人才体系，丰富跨境金融服务产品，使杭州跨境电商交易规模稳居全国前列，产业集聚效应突显。同时，杭州深化探索创新，“六体系两平台”模式在全国复制推广，首创“保税仓直播直发模式”“保税进口+零售加工”“跨境电商进口保税商品转出口零售”等模式，成为引领全国综试区发展“领头雁”。本文基于杭州跨境电商发展现状，梳理总结了杭州的创新发展策略，立足杭州跨境电商发展目标，提出了杭州跨境电商未来发展建议。
Hangzhou is the first batch of import pilot and the city of comprehensive test area. The city continues to strengthen the cross-border e-commerce construction of the local industry belt by improving the cross-border logistics network system，building a cross-border e-commerce credit system，upgrading the cross-border e-commerce talent system，and enriching cross-border financial service products. All these measures enable the city’s transaction scale in the field of cross-border e-commerce be the top in the country with a prominent effect of industrial conglomeration. Meanwhile，Hangzhou has deepened its exploration and innovation. The city has created the mode of “Six Systems with Two Platforms”，“Bonded Warehouse with Live Direct Delivery”，“Bonded Import with Retail Processing”，and “Cross-Border Import of Bonded Goods into Export Retail”. Particularly，the mode of “Six Systems with Two Platforms” has been promoted through out the country and Hangzhou becomes the pioneer of comprehensive experimental zone in China.Based on the city’s current status，this report summarizes the city’s innovative development strategies，states the development goals and gives suggestions for the future development of Hangzhou’s cross-border e-commerce.
