本报告界定了跨境电商支付结算的内涵及外延，定义了国际贸易中的跨境交易、跨境支付、跨境结算等概念，分别论述了传统的国际贸易跨境支付结算体系和新兴跨境电商支付结算流程。通过对我国跨境电商交易现状和外汇政策的分析，梳理了跨境支付存在的问题。未来，需要完善跨境电商支付结算体系，做到关、税、汇的有效结合，为我国跨境电商支付结算体系创造便利高效的监管环境、安全简洁的收支流程、顺畅便捷的交易体验。
This report defines the cross-border trading，the cross-border payment，and the cross-border settlement in international trade by explaining the connotation and denotation of cross-border e-commerce payment and settlement. This paper discusses the cross-border payment，settlement system of traditional international trade and cross-border e-commerce respectively. Through the analysis of the current situation of cross-border e-commerce transactions and foreign exchange policies in China，the problems of cross-border payment are found. In the future，we need to improve the cross-border e-commerce payment and settlement system，and achieve the effective combination of customs，tax，and foreign exchange. China’s cross-border e-commerce payment settlement system will create the efficient and convenient regulatory environment，safe and concise payment process，smooth and convenient trading experience.
