北京洗车场所众多，用水管理粗放，年耗水高达数百万甚至上千万吨，增加了对首都水资源供应和水生态安全的压力。本报告在文献、实地调研基础上，反映了北京洗车业奢侈性水消费情况及其造成的资源、环境和生态影响，建议按照党的十八大提出的建设生态文明和节水型社会、“促进生产、流通、消费过程的减量化、再利用、资源化”的新要求，采取正向鼓励和逆向约束并重的策略，强化对洗车用水的监管，提高再生水在洗车行业的应用比重，让洗车行业为北京市生态文明建设作出应有贡献。
With poor management,Beijing's thousands of car-washing sites use up to tens of millions of tons of water each year,further endangering water supply and water security. This paper,by studying relevant literature and conducting field researches,exposes the ostentatious water use of car washing in Beijing,as well as its impact on resources,the environment and ecology. With China endeavoring to foster conservation culture and build a water-conserving society by "promoting the reduction,recycling and reclamation in production,circulation and consumption",both affirmative and constraining initiatives shall be taken to strengthen monitoring and encourage the use of reclaimed water in car washing,so as to contribute to the development of conservation culture in Beijing.
