作为中国环境的重要问题之一——水污染正呈现出蔓延与恶化之势。这种结果主要是与我国水资源的管理体制密切相关。如果水污染得不到有效遏制，不仅会影响经济发展，而且会严重地危害民生和公共安全。治理水污染，必须科学规划流域内的产业布局、加强跨区域、跨流域的综合管理与协调，加大违规成本和惩治力度，同时配之必要的制度创新。
Water pollution，one of the critical environmental problems in China，is expanding and escalating. This situation is closely related to the water resources management system. If water pollution were not effectively controlled，not only the economic development but also people’s livelihood and public security would be in danger. In regard of water treatment，scientific industrial distribution should be scientifically planned，inter-regional and inter-basin management and coordination enhanced，violation cost and punishment intensified，and system innovation promoted.
