2008年末，国际金融危机对中国经济造成严重影响，中国政府采取十大措施，在未来两年内投资四万亿元以刺激经济，出台十大产业调整振兴规划。2009年第三季度之后，中国经济明显回升，但刺激经济增长的措施也在某种程度上让“高能耗、高污染”项目死灰复燃。在新一轮中国经济恢复与增长中，中国的环境正在经受着更为严峻的挑战。
The global financial crisis starting at the end of 2008 has taken a heavy toll on China’s economy. To rescue the economy，the Chinese government announced a RMB four-trillion stimulus package and related measures to mainly revitalize ten major industries. Since the third quarter of 2009，China’s economy had started recovering in a significant bounce. However，backed by the stimulus package，high energy consumption and high pollution projects that were once prohibited have returned. Therefore，in a new round of economic recovery and growth，environmental protection in China is faced with rising challenges.
