The year 2009 has seen the outbreak of garbage crisis in China. Construction of waste-to-energy （WTE） plants has triggered many group events. Supports lent by the Government greatly uphold the construction momentum of WTE plants，whereas experts have diametrical opinions. It is urgent to reach a consensus on the environmental consequences and social harms of generating power from burning garbage，and the consequences will be disastrous if wrong direction is chosen for a solution to the garbage crisis that is already at the crossroad.
