公众参与是环境保护的重要方式之一，其参与方法多种多样，近年来公众通过便携设备检测环境成为一种新兴方法，在水、空气、土壤等方面有积极应用。这种方式提升了公众参与环境保护的专业性，但也遭到质疑和法律困境。同时作为一种新方法，实施的公民个体或者环保组织，也面临资金和专业化程度的难题。本文根据2012年公众的环保行动和媒体报道，对民间环境检测方法的兴起和面临的困境做了一个系统的梳理。
As an integral part of environmental protection,public participation comes in varied forms. In recent years,with the help of portable equipments,public environmental monitoring has become popular on environmental issues related to water,air and soil. While greatly enhancing the professional level,this new form of public participation also faces suspicion and legal predicament. In addition,questions about how to finance such practice and further enhance the expertise of individual and organization participants remain unanswered. By reviewing public environmental participation and media reports in the last year,this paper endeavors to systemically analyze the rising challenges of public environmental monitoring.
