Climate change，drought，flood，snow storm，scorching and freezing weather，and pollution accidents have endangered human life and health，and the severity of these problems have started to show in our daily life. Two decades past，still we have to wonder how effective pollution control is. Obviously，there is a gap between reality-backed data and our personal feelings and expectations. Then what is behind the chronic environmental problems？What are influencing government’s environmental policy making and implementing in the course of China’s economic and social transformation？When environment and climate get political，can civil society contribute to the formation of new concepts and mechanisms in the chaos of the interests gambling so as to achieve the harmonious and sustainable development of human society？This is precisely our concern in the advent of the year 2010.
