在《自然遗产保护法》草案进入全国人大常委会审议的阶段，一些从事科研和保护的专家志愿组织起来，成立了自然保护立法研究组，提出了制定一部全面综合的《自然保护地法》的建议，包括建立合理的分类分区体系，科学规划自然保护地体系，建立有效的政府、学术界和社会监督机制，保障自然保护地保护管理经费，确保社区参与保护并从中持续受益等。研究组同时通过宣传、研讨、上层交流、提案等多种方法推动立法是民间力量推动国家立法的重要案例。
During the period of the draft "Natural Heritage Protection Law" has been sent to the Standing Committee of National People's Congress of China for review,a group of experts from research and conservation fields organized themselves voluntarily as the "Natural Conservation Legislation Research Group" and provided the recommendations of developing a comprehensive law of "Protected Area Law",including recommendations of establishing rational management category system and functional zonation system,developing scientific-based planning of Protected Area System,establishing supervision system of government,scientific community and civil society,guaranteeing funding for conservation management of protected areas and engaging in local communities on conservation and getting benefit from it sustainably.The group also has been trying hard to promote legislation by education,workshops,high level communication and recommendations to the government.This is an important case of civil society heavily involved in promoting national legislation development process.
