Cross-border water pollution and competition incidents showcase the truth that water crisis is not only an environmental issue but also a societal and political crisis,with the reflexivity of water crisis highlighted. This kind of absurdity and dilemma has provoked extensive reflections. Ensuing social,fiscal and value crises have called us to reconsider planning,strategy and development models and restructure political agenda and front. The mobility of water crisis and cross-border water management in China is becoming Balkanized,with new regional and social inequality developing as a result of the competition over water. To solve water-related problems in economic competition,inequality and government accountability,new institutions must be installed to enhance governance. The key lies in political wisdom and determination of governments of various levels.
