2016年7月，因珠江流域发生暴雨和洪灾，香港受到了大量来自广东省的海洋垃圾的侵扰。在这一事件的应对过程中，香港的非政府组织发挥了重要作用。我国的海洋垃圾形势非常严峻。2016年，内地地区的民间环保组织在海洋垃圾治理中展现了巨大的能量，开展了一系列全国联合行动，但与香港相比，内地的非政府组织发展较晚，力量还很有限，获得政府的支持也不够。要解决我国海洋垃圾问题，充分发挥非政府组织的作用，加强政府与关注海洋环保的民间组织之间的合作必不可少。
Hong Kong was facing marine waste from Guangdong Province in July 2016 due to rainstorms and floods in the Pearl River Basin. Hong Kong-based NGOs played an important role in responding to this incident. China is now facing tough challenges from marine waste. In 2016，Chinese Mainland-based environmental NGOs contributed significantly to marine waste management by conducting a series of joint actions nationwide. Compared with their Hong Kong-based counterparts，however，these NGOs were established at later times and are very limited in terms of power，with insufficient government support. In order for China to address the issue of marine waste，it is necessary to bring NGOs into full play and enhance government cooperation with those which value marine environmental protection.
