2017年3月，《生活垃圾分类制度实施方案》正式发布。随后，各地纷纷制定并实施了一系列规划与政策落实垃圾强制分类工作。生活垃圾强制分类制度建设取得了一定进展，但是仍存在法律体系不健全、监督管理不到位、资源配置不合理、公民义务不突出等问题。
The Scheme of Implementing the MSW Separation System was officially released in March 2017. Later on，local governments have made and implemented a series of plans and policies in favor of mandatory waste separation. Although certain progress has been made in building the mandatory waste separation system，there remain problems such as lack of a sound legal system，ineffective regulation，unreasonable resources allocation，and citizens having yet to play a desirable role in this area.
