2016～2017年，是中国生活垃圾管理新局面展开的初始时期，相关的制度、政策相继出台，“垃圾分类”上升为环保国策。但与此同时，垃圾污染形势也日益严峻，垃圾处理和资源化利用遭遇更深刻的危机。应对垃圾管理危机，除了政府的投入外，企业和民间组织、公众的参与也同样重要。本报告在回顾垃圾问题及其对策历史演变的基础上，对我国垃圾管理工作中出现的种种新形势、新迹象、新经验进行了总结。
from 2016 to early 2017，garbage management in China started entering a new stage. It was in this period of time that garbage management-relevant regulations and policies were released，and that classification of wastes，in particular，became a national policy for environmental protection. In the meantime，however，waste pollution was worsening；efforts in treating wastes and turning them into resources were facing an unprecedented crisis. When it comes to responding to the waste crisis，participation by companies，NGOs and the public is as important as government action. Based on a review of the evolution of China’s garbage issue and relevant measures，this Report offers an overview of new trends，signs and experience in China’s garbage management described in the Green Book of Environment this year.
