进入21世纪快速城市化阶段之后，我国垃圾总量增长惊人，垃圾处理技术落后、设施匮乏，城市生活垃圾围城严重，迫切需要破解垃圾围城的城市化困局。需要大力发展循环经济，健全资源循环利用回收体系，建立健全垃圾分类回收制度，完善分类回收、密闭运输、集中处理体系，推进餐厨废弃物等垃圾资源化利用和无害化处理。
Domestic municipal waste (MW) emissions have increased drastically after stepping into urbanization stage in 21st century. Backward treatment technology and deficient facility of MW result in problem of "garbage siege". To resolve the problem,it needs to vigorously develop circular economy,perfect resource recycling system,establish garbage classification regulations,optimize classified garbage recovery,airtight transportation,centralized processing system,and promote resource utilization and decontamination of MW.
