2008年即将过去之际，公众环境研究中心对《环境信息公开办法（试行）》中涉及违规企业信息披露相关的部分的实施情况进行了一个简要的梳理和总结。我们看到社会各界为推进《办法》的实施作出了努力，发现相当一些地区的政府部门加大了环境信息公开的力度，而与此相对应，我们没有发现任何一家污染企业按照《办法》的要求公布其排放数据；而作为《办法》规定的执法主体，地方政府部门没有对其中的任何一家企业实施《办法》所规定的处罚。
Institute of Public and Environmental Affairs have made a brief review at the end of 2008 on the implementation of the “Environmental Information Disclosure Measures （Provisional）”，which came into effect in May 2008，with a special focus on the level of government disclosure of non-compliance records of enterprises and corporate discharge data disclosure. We have listed efforts made by stakeholders to facilitate the implementation of the “Measures”. We have found some local regions are taking measures to expand environmental transparency. Meanwhile，we have not found any polluters disclosed their discharge data in accordance with the “Measures”，and such violations have yet to be punished by any local environmental agencies，which are designated as the enforcement of the “Measures”.
