“限塑令”是2008年中国环境保护领域的一件大事。其减少塑料袋消费的效果十分明显，但不合格塑料袋依然泛滥，“回收利用”等政策尚没有实质性的进展。“限塑令”执行难、效果不理想的原因在于责任主体不清，决策过程封闭，不重视资源配套等问题。可以将改善“限塑令”、提升其效果作为培育新型公共政策文化的一个契机。
Plastic Bag Restriction Policy is a significant environmental event in China in 2008. Despite its great effect on plastic bag consumption，the policy did not fulfill some of its goals such as banning the “unqualified” bags and pushing recycling forward. The difficulties of the policy’s implementation and its unsatisfying consequence are mainly due to the absence of accountability，bad transparency and lack of resource guarantee. However，it is a good opportunity to combine improving the policy with fostering a new type of public policy culture in China.
