本文梳理了中国环境保护行政机构变迁与职能变化，针对原国家环境保护总局升格为环境保护部的变化，指出了环境保护部成立后的核心转变体现在其综合决策与宏观调控能力，并对中国环境管理制度转型提出建议。
This paper presents organizational and functional changes in China’s environmental protection administration. As far as the former State Environmental Protection Administration （SEPA） having been elevated to the Ministry of Environmental Protection （MEP） is concerned，it points out that the critical change after the MEP was established lies in its capabilities of comprehensive decision and macro control. In addition，it offers recommendations on the transformation of China’s environment management system.
