官方公布的环境状况日渐好转，但有关检测指标问题和环境事故却使人们的心情难以放宽。2011年，中国的发展和世界的局势都显现某种扑朔迷离的景象。从结构与规制看中国发展中问题特殊的一面，会使我们对影响发展的体制性障碍和深层次原因有进一步的认识。而唯有行动方能改变现状，实现人类的自救。
Although environmental conditions,according to governmental reports,are improving,the public is hardly reassured due to testing and indicator problems and environmental accidents. Both China's development and the global situation in 2011 have shown a confusing prospect. By studying the special structural and legal features of China's development,this paper aims to obtain a deeper understanding of the institutional obstacles to and the deep-rooted reasons for development. Only actions can change the current situations and save the humanity.
