青岛“11·22”输油管道爆炸声提示了一个触目惊心的事实:中国诸多城市存在严重的石化化工布局性环境风险,如果不采取有效风险防范措施,将无法遏制突发性环境事故的激增势头。要破解“化工围城”的难局,强化规划环评乃至更大范围的战略环评非常必要。
An oil pipeline blast in the city of Qingdao on November 22,2013 has revealed a startling fact:numerous Chinese cities are faced with high environmental risks caused by an improper distribution of chemical and petrochemical plants and facilities.A sharp increase in the number of sudden environmental incidents would be unavoidable if no effective risk countermeasures were taken.It is necessary to find solutions to the issue of cities besieged by chemicals,and to improve environmental impact assessment (EIA)on relevant development plans and even strategic environmental assessment (SEA)in a broader scope,although no remedy seems to be available for environmental legacy problems.
