2013年9月10日《大气污染防治行动计划》十条措施（简称《行动计划》）由国务院印发，《行动计划》发布后，各地区、各部门认真贯彻党中央、国务院的决策部署，纷纷出台落实的政策措施，明确了各自的时间表和路线图。本文记述了政府出台《行动计划》的背景和意义，分析了京津冀大气污染治理和产业转型面临的困难、存在的问题及建议。
The Action Plan for Air Pollution Prevention and Control（“the Action Plan”）were issued successively in 10th Sept 2013 by the Sate Counci.All regions and departments implement the Party Central Committee and the State Council’s decision.Carry out the policies and made clear their own timetable and roadmap.This paper explains the context where the Chinese government issued the Action Plan and its significance.It also makes an in-depth analysis of difficulties and problems in fighting air pollution and achieving industrial transformation in the Beijing-Tianjin-Hebei region，before providing relevant recommendations.
