本文区分了资源性争水与政策性争水的水资源争夺在经济发展与地方政府竞争体制的多重因素下，如何演变成了水利工程、政治利益与经济发展紧密结合的、政治经济学意义上的水资源战略。同时，提出在新的政治思维下水治理需要面对的基本问题。
This paper distinguishes the fight for water resources in the traditional way of regional protectionism from the one in the political-economic sense；it reveals how the former evolves，under such factors as economic development and the political tournament system，into a water resources strategy in the political-economic sense that combines water resources projects，political interest and economic development.
