In recent years，Jiangsu has been committed to the global vision of innovation，actively integrated into the global innovation system，actively engaged in international scientific and technological cooperation，and achieved remarkable results in cooperation research and collaborative innovation. Through analyzing the status quo of the trend of global innovation and open innovation in Jiangsu province，it shows that Jiangsu still face problems and challenges on innovation capital “introduced to” and “going out”，the innovation of the technology import mode，the influential aspects such as subject of developing and open innovation system design. According to the research，the key to improving the level of open innovation in Jiangsu is to effectively assemble and utilize the global high-end innovative resources. For science and technology innovation should be utilized to build modern industrial system，to realize the economic support and leading role in the development of high quality. Jiangsu needs to strengthen the introduction of innovation capital，the original technology and the high-end talent，to cultivate influential high-tech enterprises and research institutions，to innovate foreign investment path and create a good open innovation environment in order to promote the enhance the level of open innovation further and allocate high-end innovation resources on a global scale.
