支持保护制度是国家建设现代农业政策的核心内容。江苏利用较为雄厚的经济基础和作为改革实验先行省份的有利条件，在推进政府购买农业服务、完善农业保险制度、加大财政金融支持、加强农田水利设施管护等方面进行了大量有益的探索。但与农业现代化建设的要求相比，江苏的农业支持保护制度还存在现有政策体系滞后于实际情况、资金和技术保障力度不足、基层干部群众缺乏参与动力等问题。为此，要理顺政府部门职能分工，完善工作管理机制；加大财政金融扶持力度，优化农业投入方式；加大农业保险支持力度，加强农业风险防范；加大政府购买农业公益性服务力度，提升农业服务效能。
The protection system is the core of national modern agricultural policy. Jiangsu province is in the developed area and comprehensive reform area. Many innovative practices were set out，which include purchase services，agriculture insurance，financial support and irrigation conservancy. But there existed a lot of problems. The current policies were lagging behind the actual situation. Investment and technical support were insufficient. The cadres and masses at the grass-roots level lacked the motivation. In order to solve these issues，some countermeasures are put forward，which include improving management mechanism，optimizing the mode of agricultural input，strengthening the prevention of agricultural risk，promoting the efficiency of agricultural service，and so on.
