在各级党委、政府的坚强领导下，全省奋战在扶贫战线的各级干部职工和扶贫工作队员们，在“十三五”扶贫规划实施的开局之年，以极其饱满的工作热情和前所未有的工作力度，投入精准扶贫、精准脱贫工作之中，推进扶贫开发各项重点任务有序开展，2016年主要目标任务超额完成，扶贫开发工作成效显著。本评估报告还针对当前国内外宏观形势错综复杂、经济持续下行、产业引领扶贫难度加大的现实，就如何进一步扎实有效地推进后续规划年度的扶贫开发工作，提出一系列政策建议。
