PPP模式，一般由社会资本承担PPP项目设计、建设、运营、维护，通过使用者付费、政府付费、财政可行性缺口补助获得投资回报，政府部门负责全生命周期监管，政府与社会资本共担全程风险。PPP模式通过运用社会资本的高效性提升政府公共产品和服务的供给质量和效率。江苏作为首批PPP试点省份之一，在全省范围内积极探索推广运用PPP模式，PPP理念已深入人心，制度机制初步建立，PPP合作氛围浓厚。本章对江苏2017年PPP工作的推广情况做出分析，总结了四年来的示范经验，通过对政策和发展现状的分析提出近期PPP模式的发展趋势。
The PPP（Public-Private Partnership） model generally assumes the design，construction，operation，and maintenance of PPP projects by social capital，and generates profitable non-profitable investment returns through user fees，government payments，and financial feasibility gap subsidies. The government department is responsible for the whole process supervision，and the government and social capital share the whole process risk. The PPP model increases the supply quality and efficiency of public goods and services through the involvement of efficient social capital. As the first batch of PPP pilot provinces，Jiangsu Province has actively explored and promoted the use of the PPP model throughout the province. This chapter analyzes the promotion of PPP work in Jiangsu in 2017. Summarized the demonstration experience，and put forward the development trend of the recent PPP model through the analysis of policy and development status.
