农村集体土地所赋予农民的各项权利，是农民最重要的财产。本文以法律为视角，首先从分析农民的土地权利入手，研究农民“带地进城”的优势和行之有效的模式，并对制约吉林省农民“带地进城”的问题提出对策建议，以期提高农民的进城积极性、解决进城农民尽快融入城镇社会生活的长效机制问题等，这对解决近年来我国城镇化进程放缓，推进新型城镇化建设也具有重大的理论和现实意义。
