党的十八届三中全会指出要加快发展商业保险，构建多层次社会保障体系。社会医疗保险重在保障，商业健康保险重在赔偿，两者各行其道，相辅相成。本文首先通过对吉林省基本医疗保险制度和商业健康保险制度发展脉络的梳理，指出目前吉林省医疗保障制度的发展现状及问题，分析未来吉林省医疗保障发展的趋势，探索两种制度在制度衔接、混合管理经办机构、满足不同层次医疗需求上可操作的方法及可借鉴的经验，以发展吉林省特色医疗保障道路。
