户籍管理制度改革是近年来备受关注的重大社会问题。本文站在新型城镇化的视角，首先系统分析了样本城市长春市管理的现状特征，指出外来人口入籍条件逐步放松，流动人口的制度化、规范化管理亦取得了积极的成效；其次提出了户籍管理存在的突出问题，并结合中央要求和先进地区户籍改革的经验，提出了一系列改进意见；进而指出面对今后变化的形势，长春市应结合实际做出新的探索。
The reform of the household registration system is a major social issue of concern in recent years. This paper stands in the new town of perspective. Firstly, the dissertation analyzes the current characteristics of the sample of urban management in Changchun City, it is pointed out that the foreign population naturalization conditions gradually relaxed, the floating population of institutionalized, standardized management also achieved positive results; secondly, it points out the outstanding problems existing in the management of household registration, and put forward a series of suggestions for improvement; and points out that the situation in the face of changes in the future, Changchun City should according to the actual make new exploration in combination with the experience of the reform of the household registration requirements of the central authorities and the advanced regions.
