经济发展投资环境的建设，是提升地区综合竞争力的重要因素，同时，也是实现经济社会又好又快发展的前提和基础。投资环境包括软环境与硬环境，两者是相辅相成、密不可分的。软环境是硬环境的灵魂，硬环境是软环境的支撑。当前，吉林省面临的主要任务是加快经济发展，提高区域竞争力。要实现这一任务，营造良好的投资环境是关键。本文首先论述了兴业吉林战略的理论内涵，其次分析吉林省投资环境现状及存在问题，然后提出兴业吉林战略的实施思路，以期把吉林省建设成创业、兴业、旺业、乐业的热土。

The investment environment includes the soft and hard environment, the two are complementary and inseparable. The soft environment is the soul of the hard environment, the soft environment is the support of the hard environment. At present, the main task of Jilin province faces is to accelerate economic development, enhance the competitiveness of the region. To accomplish this task, to create a good investment environment is the key. First of all, this paper discusses the theoretical connotation of Jilin industrial strategy, followed by the analysis of the present status of investment environment in Jilin Province and existing problems, and then put forward the idea of the implementation of the strategy of Jilin Xingye, to the construction in Jilin Province into entrepreneurship, Societe Generale, flourishing industry, Leye hot spot.
