本报告在阐述了我国能源行业面临的国内外宏观环境的基础上，详细分析了2012年能源行业的运行态势和基本特点，并对煤炭、石油、电力等能源产业的发展热点问题进行了盘点；结合“十二五”规划有关深化能源体制机制改革的要求，对当前我国能源价格形成机制问题进行了阐述。在此基础上，提出了深化我国能源体制机制改革的基本原则和措施，以及完善能源价格形成机制的政策建议。
By elaborating the macroeconomic environment that the energy industry faced in 2012, the paper analyzed the general features and running situation of the energy industry. Then it listed some important points in the energy industry. By citing the relative essentials in the 12th FIVE-YEAR PLAN OF ENERGY, the paper also mentioned the price formation mechanism in the energy industry. Based the basic method before, the paper described the basic principle of the mechanism reform in the energy industry in China. And then the paper gave some policy advices to promote the reform.
