“非遗”工程十余年，极大地扩大了民族民间文化遗产及其传承人的社会影响力，提升了民族民间文化遗产及其传承人的社会地位，激发了传承人传承民族民间文化遗产的积极性，增强了他们保护、传承民族民间文化遗产的自觉性，吸引了更多的社会力量和资金投入“非遗”项目的生产性保护与开发性保护。“非遗”工程对传承优秀传统文化起到了一定的积极作用。但因为缺乏事前的调查研究、试点和中期的经验总结，加之某些职能部门缺乏自我纠偏动力，个别地方“护短”心态颇重，致使一些不应该出现的现象逐年积累，渐成痈疽，严重背离了“非遗”工程的“初心”。本文梳理了历年来“非遗”工作中的一些不足，指出其成因，并提出了自己的建议，以求“非遗”工程健康前行。
The “Intangible Cultural Heritage” Project of more than ten years has hugely expanded the social influence of the national folk cultural heritage and the inheritors，promoted the social status of the national folk cultural heritage and the inheritors，stimulated the inheritors’enthusiasm of inheriting the national folk cultural heritage，enhanced the inheritors’self-awareness of protecting and inheriting the national folk cultural heritage，attracted more social powers and investments to protect the “Intangible Cultural Heritage” with its productivity and exploitation.The “Intangible Cultural Heritage” Project has played an active role in inheriting excellent traditional culture.However，due to the lack of prior survey，the lack of experimental units，the lack of medium-term experience summary and the government's bad working habit of lacking self-correction motive，in addition that some governments even try hard to shield their mistakes，some phenomena that should not happen have accumulated and become big issues to deal with，which has seriously deviated from the original purpose of the “Intangible Cultural Heritage” Project.This paper has pointed out some deficiencies of the “Intangible Cultural Heritage” Project in past years，analyzed the reasons and put forward my suggestions to ensure the healthy development of the “Intangible Cultural Heritage” Project.
