河南省第十次党代会提出“建设中部领先的城乡电网”新要求。本文从电网的主网、配网、二次、装备、资产效率五个维度构建了电网发展水平评价体系，基于此评价体系，将河南电网发展现状、规划目标与中部六省电网进行了对比分析，分析了河南电网实现中部领先的关键点和着力点，研究了下一步重点发展任务，以确保河南电网实现“十三五”中部领先目标。
The tenth Party Congress of Henan Province proposed the new requirement of “building the leading urban and rural power grid in China central”. This paper constructs the evaluation system of the development level of the power grid from five dimensions：transmission network、distribution network、secondary system、equipment，capital efficiency. Based on this evaluation system，the development status of Henan power grid，the planning target and the six central power-grid in Central China are compared and analyzed. This paper also analyses the key points of central leading point and implementation of Henan power grid，studies the task focus on the development of the next step，to ensure the goal of Henan power grid leading in the central during “13th Five-Year”.
