河南省作为农业大省和人口大省，打造美丽河南任重而道远。“十三五”期间，全省社会经济发展对成品油供给的依赖程度依然较高，全面推行国六升级是生态文明建设的必然选择。全省石油化工发展应加快产业布局和集约发展步伐，提速国六质量升级步伐，推进企地深化合作和支持重点项目建设，引导石油化工产业向中高端迈进，支持企业提升技术水平，进一步巩固其基础产业的地位。本报告在对成品油质量升级回顾的基础上，提出国六质量升级的难点，并对国六质量升级的技术与典型流程进行分析，从而对河南省成品油高质量供给策略推出相应的建议。
Henan，as a big agricultural province and populous province，has a long way to go to create beautiful Henan. During the period of “13th Five-Year Plan”，the whole province economic and social development depends heavily on refined petroleum supply. Full implementation “national Ⅵ standard” is an inevitable choice for construction of ecological civilization. The whole province petroleum and chemical industry should speed up the industrial layout and intensive development pace. Meanwhile，we should speed up the “national Ⅵ standard” upgrade pace，promote deep cooperation between enterprise and local government，and support key projects. It is important to guide the petrochemical industry advancing to middle and high end，supporting upgrade technical level. Finally the petrochemical industry’s basic industry status is further consolidated.
