With the increasing investment in rural power network in recent years，rural power supply capacity and reliability of power supply continued to improve，providing a reliable power supply for the implementation of rural rejuvenation strategy and agricultural and rural modernization. The purpose of this paper is to fully understand and objectively reflect the social benefits brought by the investment in rural areas to promote agricultural development，prosperity in rural areas and farmers’ income. This article based on rural network transformation and upgrading of special tasks and rural residents electricity features，aimed at two kinds of survey objects that rural network has been rebuilt and not reformed，considers the residential electricity consumption，household appliances，and electricity consumption of special industries，farmland irrigation electricity，and power supply satisfaction and so on. We put forward the following five measures through collecting multi-dimensional survey basic data，comprehensive analysis of farmers’ feelings of using electricity and deeply digging the social benefits of rural network. Firstly，we will expand the scope of rural power network transformation. Secondly，we will plan the intensity and pace of rural investment. Thirdly，we will increase the reform of rural power network publicity. Fourthly，we will establish a long-term mechanism for third-party evaluation. Fifthly，we will ensure the long-term benefits of land-locked rural grid projects.
