火电是河南电力供应的主体性电源，历年来占全省发电总量的比例都在90%左右。河南火力发电又以燃煤机组为主，是煤炭消费的主要行业，也是大气污染的主要来源。我国电力行业的污染物治理从烟粉尘开始，“十一五”开始进行的二氧化硫污染物排放治理，“十二五”开始氮氧化物的治理，随着国家《大气污染防治行动计划》和河南《蓝天行动计划》的实施，以及大气污染防治攻坚战的打响，火电行业污染防治水平不断提高。本报告在梳理河南火电行业污染物排放治理政策的基础上，结合环境统计数据，深入分析了“十二五”以来河南火电污染物排放的变化趋势，同时，对2018年火电污染物排放水平进行了展望；最后，提出了促进河南火电行业污染物减排的对策建议。
Thermal power is the main power supply in Henan Province. Over the years，thermal power accounted for the province’s total power generation in the proportion of about 90%. And Henan coal-fired generating units based. It is the main industry of coal consumption，but also the main source of air pollution. Pollutant control in China’s power industry begins with smoke and dust. “Eleventh Five-Year” began the sulfur dioxide emissions control，“second five” began the management of nitrogen oxides. With the implementation of the National Plan of Action for Prevention and Control of Air Pollution and the implementation of the “Blue Sky Action Plan” in Henan Province，as well as the strenuous battle against air pollution，the level of prevention and control of pollution by the thermal power industry has been continuously raised. Combined with environmental statistics and based on combing the pollutant emission control policies of Henan thermal power industry，this paper analyzes in depth the trends of pollutant emissions from thermal power in Henan since the 12th Five-Year Plan and forecasts the level of thermal power emissions in 2018. Finally，the countermeasures and suggestions on promoting the emission reduction of pollutants in Henan thermal power industry are put forward.
