新一轮电力体制改革的核心为“三放开、一独立、三强化”，而售电侧改革是本轮电改的重要环节。售电侧放开是一件系统的、复杂的改革任务，牵涉的利益主体多，必须循序渐进，稳步推动。总结国外售电侧改革的历程可以看出，各国的改革方式方法因国情不同而各不相同。本文梳理了不同国家售电市场的改革历程，比较分析了一些典型国家售电市场改革模式、运营模式，在借鉴国外售电侧市场放开经验的基础上，就河南省售电侧放开的实施路线进行了探讨。

Summarizing the progress of the sale side reform abroad，that can find the ways and means adopted by different countries have its own focus. Different countries make different attempt in the field of theoretical direction、top-level design、implement step by step and reformation and adjustment. In order to move forward the release of sale side reform，the Henan province should under the overall framework of nine texts that is release both ends and supervise the middle. Meanwhile，Henan province should bring into the building process of unified national electricity market system，making overall consideration and steadily advance. The paper draw on the experience of sale side reform in abroad and make targeted discussion on the implementation route of the sale side release in Henan.
