受全球经济复杂形势影响，河南省石油行业下行压力较大。全省石油资源相对匮乏，人均石油基础储量远低于国内平均水平，加工能力总体不足，对外依存度较高，产品品种相对单一。本文在总结河南省石油行业总体特征的基础上，深入分析了全省2016年石油行业的发展情况，对2017年石油行业发展形势进行了预判，并进一步提出河南省石油行业的健康有序发展、转型升级的对策建议。
Affected by the complexity of the global economic situation，the downward pressure of the oil industry in Henan Province is pretty big. Due to the relative lack of oil resources，the per capita oil reserves is much lower than the domestic average，what’s more，the overall processing capacity is relatively small，the external dependence is relatively high，and the product variety is relatively simple. This paper based on the summary of oil development characteristics in Henan Province，in-depth analyses the development of oil industry situation in 2016，makes a prediction for the development of oil industry in 2017，and at last makes countermeasures and suggestions about the healthy and orderly development，transformation and upgrading of the oil industry in Henan Province.
