The National Development and Reform Commission，the National Health Commission，the National Administration of Traditional Chinese Medicine，and the National Medical Products Administration jointly issued the “Implementation Plan for Supporting the Construction of the Bo’ao Lecheng International Medical Tourism pilot Zone” in September 2019，mandating several preferential policies for Lecheng pilot Zone. This Implementation Plan is an upgraded version of the “National Nine Polies” in 2013，with comprehensive and top-level planning for the development of medical tourism in the Lecheng pilot Zone. Based on the “China （Hainan） Pilot Free Trade Zone Development Report（2019）”，this sub-report continues to summarize the institutional innovations and achievements in 2019 and outlines further planned reforms of the Lecheng Pilot Zone. On the grounds of research results on the characteristics of the international medical tourism industry and the legal experiences of the Dubai Medical City，this sub-report puts forward several policy proposals for the development of international medical tourism，to enhance the attractiveness of the Lecheng pilot Zone for medical tourists and medical industry investors.
