In 2019，the China （Hainan） Pilot Free Trade Zone focused on system innovation and the strategic positioning of building “Three Zones and One Center” namely a pilot zone for comprehensively deepening reform and opening up，a national pilot zone for promoting ecological progress，a national key strategic service guarantee zone，and an international tourism consumption center. On the premise of ensuring national security and risk control，the zone moved quickly to build a new system for an open economy and to promote the innovative development of the service sector，and it continued to improve the business environment through the transformation of government functions. After one year of construction，the zone has completed 95% of the tasks proposed in the overall plan，and its system innovation has generated international trade and investment，as well as industrial expansion. At the same time，under the leadership of the central government，Hainan province has explored the construction plan for the Hainan free trade port and has made key parks a model area to promote the construction of the free trade port in the province.
