改革开放以来，广东高等教育服务业开放取得了明显成绩，通过系统梳理和分析广东高等教育服务业“走出去”和“引进来”的情况，并运用层次分析法测算，广东高等教育开放度为1.307，远远低于上海与北京的开放程度，这样的开放程度明显滞后于当地经济、社会的对外开放程度，严重影响广东教育的“高地”建设。为了进一步扩大广东高等教育开放，特提出相关建议：坚持“引进来”与“走出去”相结合的原则；积极服务“一带一路”发展战略；坚持统筹兼顾与重点推进相结合的原则；不断提高高等教育的竞争力；扩大招收外国学生来粤留学的规模。
Open higher education service industry in Guangdong Province has achieved significant results. But compared with the requirements that the goal of “Two positioning and three for the first” and “Striving to be the vanguard of 21st century silk road on the sea”，there is much room left for improvement. The degree of openness of education in Guangdong lags behind the opening of the local economy and society. To realize the modernization of education firstly，the opening up of higher education service industry must be accelerated. This paper systematically reviews and analyzes the condition of “going out” and “bringing in” about Guangdong higher education services，in order to put forward relevant suggestions for further expansion of the higher education service industry in Guangdong province.
