本文通过测算中国基础电信业FDI综合壁垒指数，分析入世后政策限制显著降低情况下FDI一直未进入的原因。指数中的非政策性因素来源于2010～2011年第一手调研资料，壁垒评分和赋权均通过业内人士和专家问卷与专访产生。结果表明，入世以来中国基础电信实际对外开放水平没有明显提高，主要原因是政策限制降低之后，非政策性壁垒的影响开始显现，成为客观评价该行业对外开放度不可忽视的因素。
The purpose of this paper is to analyze why no FDI has entered basic telecom services in China despite relaxed government policy after WTO accession in 2001. A new barrier indicator incorporating the policy and non-policy impediments is developed with multiple sources of data including a first-hand survey. Scoring and weight assignments are conducted through expert interviews to strengthen objectivity. Results indicate that there is no significant reduction in the actual level of restriction，largely attributable to the recessive non-policy factors. Policy implications are discussed.
