2019年5月菲律宾举行中期选举，杜特尔特领导的执政联盟在国家立法、地方行政、地方议政等层面皆大获全胜。中期选举后杜特尔特各项政策能得以更顺利地贯彻落实。在施政层面，2019年杜特尔特政府取得一系列成果，“大建特建”进展顺利，中央政府加强规范与协调地方政府施政，国内治安持续改善，邦萨摩洛穆斯林自治区顺利成立，地方和平建设进程取得里程碑式进展。然而杜特尔特本人的健康状况恶化，保护椰农的法案未能通过，扫毒政策面临的舆论压力仍然巨大，马尼拉大都会区的供水、交通问题依旧严峻，与菲律宾共产党之间的和平谈判仍未重新开启。以上因素是杜特尔特政府在2019年的施政短板。
Mid-term Election was conducted in the Philippines on May 2019. Rodrigo Duterte and his political allies has won overwhelmingly both at the national and local level. Their political opponents led by the Liberal could not balance the Duterte government effectively after the mid-term election. As for the administration，Duterte government’s “Build，Build，Build” program has been implemented smoothly. The social security was improved under the anti-drug war. The coordination between national and local government was strengthened. And more importantly，the establishment of Bangsamoro Autonomous Region in Muslim Mindanao set up a milestone for the peace-building in Mindanao. Nonetheless，Rodrigo Duterte’s health condition deteriorated. The law protecting the coconut farmers was vetoed. The criticism against the anti-drug war was still immense. The water shortage and traffic jam in Metro Manila had not been solved. These limited Duterte’s governmental achievement in 2019.
